GOV. UDOM CHARGES NPC TO BE FAIR By Uyouko Usuah

Governor Udom Emmanuel has charged the National Population Commission to ensure that all laid down rules for Enumeration Area Demarcation exercise for the 2017 Population Census are strictly adhered to in all parts of the country.

The Governor gave the charge while declaring open the training of phase one Enumeration Area Demarcation at Oron Local Government Area.

Represented by the Secretary to the State Government, Sir Etekamba Umoren, the Governor said that since the Enumeration Area Demarcation exercise was a framework on which accurate census is conducted, the exercise had to be thoroughly carried out. He stressed the fact that any government could plan better for its citizens if it had a good knowledge of their population and settlement patterns.

The Governor also commended the National Population Commission for selecting Oron Local Government Area in Akwa Ibom State as a pilot state in the South-Southern Zone saying it was part of the confirmations that the massive investment in infrastructure and human development by the previous administration was not wasted but has made the state one of the must-visit destinations in the country. “The importance of census cannot be over emphasised because it helps to provide information to the Government through the provision of data that will assist in planning for the benefit of the people because if you don’t plan, then you plan to fail. Therefore it is important that we have the coming census as accurate as possible for the benefit of Nigerians.”

The Special Adviser to the Governor on Political and Legislative Affairs, Mr. Anietie Etuk, who expressed delight that Oron was chosen for the Enumeration Area Demarcation exercise for the South-Southern zone, assured the commission that the Bureau would support it to ensure the success of the exercise in the state through adequate sensitization and mobilization of the people to be involved.

Mr. Etuk also expressed the hope that with the thorough approach to the exercise adopted by the National Population Commission, the country at the end of the 2017 Census would have a more credible and nationally acceptable census result.

The state Director of the National Population Commission, Mr. Benjamin Ndaobong, noted that proper census demands a huge investment hence all stakeholders, especially the citizens, had to be involved.

He noted that the event marked another important chapter in the national quest for accurate and reliable demographic data for evidence based planning for sustainable development stressing that dividing the whole land   mass of the country into small units was one of the core preparatory activities for the census and constituted the foundation on which the entire census architecture stands.

Mr. Ndaobong said that although proper Enumeration Area Demarcation was critical to the success of any census, the Enumeration Area Demarcation could not decide or dictate the population of any place while adding that data gotten from the exercise would help the commission plan better for the census through the development of personnel as well as proper strategies for logistics for the pre-test trial census and the post enumeration survey.

In his remarks, the Deputy Speaker of the Akwa Ibom State House of Assembly, Mr Effiong Bassey enjoined residents of Oron to participate actively in the exercise and to maximise the opportunity given them.

Also speaking, the Commissioner for Local Government and Chieftaincy Affairs, Mr. Victor Antai who spoke in the Oron dialect, said the exercise was an opportunity for the Oron people which must be utilized well.

He called on residents of Oron to accord the exercise the seriousness it deserves by mobilizing their family, friends and relatives to participate.

The Paramount Ruler of Oron Local Government Area, Ofong Odiong Akan, said his people have been cooperative and hospitable and that just as in other previous national exercises, the Oron people were ready and willing to support and ensure the success of the Enumeration Area Demarcation exercise.

While the Chairman of Oron Local Government Area, Mr. Oman Esin, guaranteed the National Population Commission officials adequate security while promising to mobilize his people appropriately.
