The inauguration of the 8th National Assembly on June 9, 2015 saw the ushering in of a brand new set of very cerebral and pragmatic breed of Federal Lawmakers from all over Nigeria. One of such persons who came with genuine intentions to serve his people and attract federal presence down to his constituency is Hon. Dr. Henry Archibong, who represents Itu/Ibiono Ibom Federal Constituency in the House of Representatives.
Dr. Archibong went into the House of Representatives with vigour and anger to raise the bar of legislative representation in the area. This vigour and anger so expressed by the lawmaker is evident in the quality nature of his legislative, oversight and constituency functions. For instance, Dr. Archibong has so far sponsored over ten motions, a number of bills, including the Maritime Academy Bill, and petitions on behalf of his constituents. He has also put smiles on the faces of his constituents through his people oriented and life touching empowerment programmes.
The first motion presented bý the quintessential lawmaker on August 27th, 2015 on the floor of the Housè had to do with urging the federal government to look into the deplorable state of the Calabar-Itu-Ikot Ekpene Federal Highway. The tittle of the motion read in part “Urgent need for the Federal Government to Carry out Complete Rehabilitation of Calabar-Itu-Ikot Ekpene Highway…while subsequently Dualizing Same Road Which Cuts Across Three States…”
In presenting the motion, the lawmaker took time to explain the positìon and importance of the road as it serves as entry point into at least three states of the federation and also the role it plays in commerce. Dr. Archibong also spoke of the prompt intervention of Governor Udom Emmanuel on the Enen Atai-Mbak Atai section of the road which was at the brink of failure, noting that the road would have been completely cut off if not for the Governor’s intervention. The motion was adopted and refferd to the appropriate committee for further legislative work. Recall that Distinguished Senator Bassey Albert had also presented a similar motion on the floor of the Senate, which was also adopted and refferd.
Consequently, in the 2016 Appropriation Act, N6B was appropriated for the rehabilitation of the road from Aba to Odukpani as a way of cushioning the effect on the people of the affected areas after an on the spot assessment by the joint Senate and House Committees on Works (September, 2015) in response to prayer one of the Motion.
Not satisfied, the federal lawmaker approached the House of Representatives Committee on Works on the need to dualize the entire road, a clause which was captured in the second prayer of the motion, citing enormous economic benefits accruable to all three states and the nation at large. It was a period of intense lobbying. Even with assurances by the Committee, the lawmaker having a clear understanding of legislative practice and procedure, approached the Leadership of the House of Representatives for further assurances and was promised that it will be looked into speedily.
With the announcement of the award of #54.172 billion Aba-Ikot Ekpene-Itu-Odukpani road construction yesterday by the Minister for Works, Power and Housing, Babatunde Fashola, exitment greeted the people of Itu and Ibiono Ibom because of the importance the road play in their economic and social activities. Hon. Dr. Henry Archibong has has brought happiness to his constituents through this landmark achievement of bringing federal presence to his constituency through the road contract award.
