AKHA Receives 11 Bills In 365 Days And Passes 2 Into Law By John Ernest.

The Akwa Ibom state House of Assembly (the 6th Assembly) has in the past 12 months received 11 executive and private member bills, and two of these bills have been passed into law while others are at various legislative stages.

The speaker of the AKHA, Rt. Hon. Onofiok Akpan Luke states this on Wednesday in an address to mark the end of first legislative year of the 6th Assembly held at the Assembly complex, Uyo.

The speaker noted that in January, the House passed a bill for a law to amend the local government administration law 2007 and other matters connected therewith. Adding that that the 6th Assembly also gave expeditious passage into law the appropriation bill 2016 to enable the state executive begin the implementation of its development programs for 2016. In his words, “… the 6th assembly has in the last one year received 11 executive and private member bills. two of these have been passed into law while others are at various legislative stages. In January, this House notably passed a bill for a law to amend the local government administration law 2007 and other matters connected therewith.  We also gave expeditious passage into law the appropriation bill 2016 to enable the state executive begin the implementation of its development programs for 2016.”

Barr. Luke, however, noted that some important bills were regrettably not passed in the year under review as a result of repeated trips to Abuja by some committee heads for election tribunals.

He however listed the affected bills to include; The bill for law to protect the physical challenged persons against discriminations and provide for equal opportunities for all; the Akwa Ibom State revenue administration bill; the bill for a law for the classification, registration and licensing of hotels and other tourism establishments in the State; bill for a law to provide for control of rent for premises, recovery of possession of premises and for other matters connected therewith.

“Owing to repeated trips to Abuja by some committee heads for election tribunals, some very important bills were regrettably not passed in the year under review. They are the bill for law to protect the physical challenged persons against discriminations and provide for equal opportunities for all; the Akwa Ibom State revenue administration bill; the bill for a law for the classification, registration and licensing of hotels and other tourism establishments in Akwa Ibom State; bill for a law to provide for control of rent for premises, recovery of possession of premises and for other matters connected therewith.” he speaks.

In a way to boost the Akwa Ibom State internally generated revenue, the 6th considered during the year a bill for the law to provide for regulations of marine sector operations, fixed offshore and gas production facilities registration. Also at the committee level is the bill for a law to amend Akwa Ibom State town and community planning law and the bill for a law to make provision for the imposition of the land-based charges to be call Real Property Charge for the levying and collection of the charge and connection purpose.

Speaking further, the Speaker said that the people’s Assembly in the last one year been responsive to the needs of the people through making resolutions arising from vital motions and  matters of urgent public importance brought before the house. Adding that several  resolutions were arrived at from 14 motions. The House also ruled on a total of 18 matters of urgent public importance brought before it by members. Saying that 23 matters are undergoing legislative processes.

The Speaker thanked the State Governor, Deacon Udom Gabriel Emmanuel for his unalloyed support to the leadership and entire membership of the House. He thanked the members of the State executive council for partnering with the the 6th Assembly especially in the area of effective over sighting,as well as the members of the state judiciary for their supports throughout the legislative year.

Earlier, each member of the 6th Assembly who spoke in turn took time to exchange compliments among themselves and thanked God for sustaining them throughout the legislative year
