FG Plans Special Fund For Flood Victims

The Federal Government is mulling two measures — a Flood Fund and a National Policy on Flood Insurance — to mitigate the effects of floods in the country.

A document on National Flood Emergency Preparedness and Response Plan (NFEPRP), which was obtained by The Nation yesterday, shows that the Flood Fund will be drawn from 0.1% of monies realised from crude oil account and 0.1% of taxes generated by the Federal Inland Revenue Service (FIRS). Other expected funding avenues are donations, endowments, grants, and gifts.

Also included as funding sources are emergency and disaster management-related budget lines in ministries, departments, and agencies budgets;  ecological fund; any emergency fund; donor/partner funds; and any presidential directives or arrangements through ad-hoc committees with cross-cutting mandates or terms of reference.

On flood Insurance, the document  seeks the establishment of “a National Flood Insurance Program for households and businesses in flood-prone areas and other interested parties.” The policy which should be “available for home or business owners as well as those renting, will be sold through private insurance agents and underwritten by the government.” ….

The document reads in part: “There shall be paid into the Flood Fund:  0.1% of the total monies realised from the crude oil account; 0.1% of the total monies realized from the Federal Inland Revenue services; monies received by the fund in the form of donations, endowments, grants, and gifts; and Monies under an Act payable to the fund. “The adopted funding strategy for financing flood interventions shall focus on geographic priorities rather than the phase of the flood risk management.

”This will enable better management of flood taking into consideration the peculiarities of the state and avoid a one-size fits all response. In other words rather than allocating and releasing a baseline sum for each state for each phase a (community-based) needs assessment must be conducted in each affected and risk area to determine the risks and vulnerabilities to flooding, as well as social, cultural, political, and environmental factors.

 “As such, funding shall be allocated to each phase (whether prevention and mitigation; preparedness; response; and recovery and reconstruction) based on such findings on needs. Further, the sectors most affected by flood in that particular LGA and state (i.e. food security, health, education, etc.) will be prioritised and given coordinated development and social protection interventions until the next cycle and the predicted se4sonal rainfall in the following year.

 “The sources of funding shall adopt a pooled funding model into the “Flood Emergency Preparedness and Response Fund” of each State and managed by the technical committee coordinators. Other sources of funding include emergency and disaster management related budget lines in MDA budgets; the ecological fund; any emergency fund; donor/partner funds; and any presidential directives or arrangements through ad-hoc committees with cross-cutting mandates or terms of reference.”

The government also listed how the flood fund will be applied to cater to victims, especially those displaced. It said: “The flood fund shall be applied to provide grants for flood intervention, in the following mitigation of flood; preparedness for flood; response to flood; and Recovery from flood;

 “ Provide grants and loans to business, industry, academia, non-governmental organisation, civil society, and other stakeholders for the development of innovative actions that are aimed at building community resilience to flood disasters in Nigeria; Provide incentives as may be necessary for the advancement of the National Flood Emergency Preparedness and Response Plan to persons, businesses, private entities, public entities, and Micro, Small, and Medium Enterprises.”

The government at the weekend also confirmed that floods have killed 603 people and left 2,407 injured nationwide. It also said that 1,302,589 persons have been displaced, 82,053 houses, and 332,327 hectares of land destroyed.

The government added that the Metrological agencies have warned of more floods in Anambra, Delta, Cross River, Rivers, and Bayelsa states up till the end of November.

Minister of Humanitarian Affairs, Disaster Management, and Social Development Sadiya Farouq, however, said efforts have been made to evacuate and distribute relief items to those affected by floods. Farouq added that a high-powered team would be sent to state governors to advocate more commitments to strengthen responses.

She assured that the government would send a delegation to Cameroon next month for a bilateral meeting on the periodic opening of Lagdo Dam, which is said to be a major contributor to the flooding across many parts of the country.

Farouq said: “The 2022 flood data as of 16th October is; 2,504,095 persons are affected, 1,302,589 persons have been displaced and 2,407 persons have been injured. “We have recorded 603 deaths, 121,318 houses have been partially damaged while 82,053 houses are damaged.

 “Also, 108,392 hectares of farmlands have been partially damaged while 332,327 hectares of land have been damaged. Our ministry  is concerned that despite all our efforts of averting the consequence of the 2022 flooding season.”

The minister alerted the nation of more floods in some states in the Southeast and the Southsouth. She said: “While we mourn the unfortunate boat mishap in Anambra State and other locations, please we must note that we are not completely out of the woods because the Metrological Agencies are warning that States like Anambra, Delta, Cross River, Rivers, and Bayelsa are still at the risk of experiencing floods up till the end of November.

 “ So, we are calling on the respective state governments, LGAs, and communities to prepare by evacuating people living on flood plains to high grounds, providing tents and relief materials, fresh water as well as medical supply for a possible outbreak of water-borne disease.

”The federal and state governments should develop a national policy on flood insurance. All at-risk infrastructure and businesses should be encouraged to take Flood Insurance covers to mitigate  the risk of losses from the yearly flood incidences experienced.”
